FOIA request from The Sunshine
Project

All,
We recently received a request under the Freedom of Information Act (FOIA) for copies of minutes of meetings of the OSU-Stillwater Institutional Biosafety Committee (IBC). This request was made by The Sunshine Project. This organization is interested in the actions of Institutional Biosafety Committees, most particularly IBCs of academic institutions. We were asked to provide copies of the IBC’s minutes from May 1, 2003 to the present. Other research intensive universities in the U.S. with registered IBCs have received the same request.
The National Institutes of Health (NIH) Guidelines for Research Involving Recombinant DNA Molecules (see http://www4.od.nih.gov/oba/rac/guidelines_02/NIH_Guidelines_Apr_02.htm) require that these minutes be made available to the public, upon request. Since OSU receives NIH funding, we must comply with these guidelines and therefore, with The Sunshine Project’s request. As you know, our biosafety program is excellent and we have nothing to hide. Still, we will redact “sensitive” and proprietary information, prior to forwarding copies of our minutes. This is standard practice.
