FEMA, SBA Awarding Up to $3.6 Billion in Gulf Coast Recovery Contracts
The Federal Emergency Management Agency and Small Business Admin. are awarding up to $3.6 billion
in federal contracts to aid in Gulf Coast hurricane recovery.
FEMAs March 31 announcement marks the start of the agencys move to issue 36 contracts worth up to
$100 million apiece beginning last week and ending in coming days. FEMA officials say that Gulf Coast
small businesses will receive 28 of the contracts, which are being transitioned from contracts held by large
contractors. FEMA is committed to the recovery of the Gulf Coast region, and we understand the role small
and minority-owned businesses must play in these efforts, says Acting FEMA Director David Paulison.
SBA Administrator Hector Barreto says that the multi-agency effort is an example of how federal agencies
should work together in Gulf Coast recovery. Also, because of our advocacy we were able to increase
how many contracting dollars were directed towards small businesses, Barreto says.
Shaw, Bechtel, CH2M Hill and Fluor have current contracts for temporary housing maintenance and deactivation. Of the new set of contracts, six go to Alabama-based companies, 16 to Louisiana-based companies, 10 to Mississippi-based firms, and four to Texas firms as the region continues efforts to clean up after the damage caused by Hurricanes Katrina and Rita last summer.
Senate Homeland Security & Governmental Affairs Chairwoman Susan Collins (R-ME) said the awards
were a step toward meeting Paulisons pledge to complete the requirements in the four large sole-source contracts
that were awarded to the major companies. These contracts will help provide work to those who live in
the affected area and aid the economic recovery of the region, she says. I do, however, remain concerned
that some of the requirements contained in the large sole-source contracts will not be completed, as Mr. Paulison
promised my committee last year.

Army Issues BAA for Chemical, Biological Radiological, Nuclear Defense
Agency: U.S. Army Research Office. Program: Physical Science & Technology Basic Research Program
of the Joint Chemical & Biological Defense Program. Eligibility: Small businesses; non-profits other than
institutions of higher education; private institutions of higher education; for-profit organizations other than small businesses; public- and state-controlled institutions of higher education. Funding: $100,000-$400,000 per award per year. Deadline: June 20, by 4 pm, EDT.
Summary: The USARO is making available funds for basic research in chemical, biological, radiological
and nuclear defense. Work in the areas of atmospheric and space sciences, biological and life sciences, chemistry, cognitive and neural sciences, computing and information science, electronics, mathematical science,
physics, ocean sciences and nanoscience are among the areas of interest. The DTRA Chemical & Biological
Defense Program, the JSTO and USARO expect to make awards for one- to three-year performance periods.
One-year standalone proposals are encouraged, but offerings of multiple years will be considered as long as
they contain clear goals and annual milestones.
Insiders Tip: If you think youve got a really good project, you should detail it in a white paper and
submit it by 4 pm, EDT, April 27. The USARO expects to have $5 million annually for several years to use
toward this research.

DHS Looking to Award Small Business Contract for Body Armor
Homeland Security Dept. officials in May want to award an indefinite-delivery, indefinite-quantity contract for
small businesses to provide personal body armor for all of the departments agencies. DHS officials say the contract will have a one-year base with four one-year options to follow. The department is hoping to issue a draft Request for Proposals on or about April 20, with a pre-solicitation conference covering the RFP and Statement of Work later this month. A final closure on the RFP is expected on May 24.
Insiders Tip: Vendors should be expected to provide packages containing samples of body armor, concealable
body armor, as well as dual-purpose and body armor individual items. All must meet DHS standards that will be defined in the forthcoming SOW.
